Of course it is possible that the US could knowingly allow illegal guns to leave their borders. Expressing cooperation doesn't mean that all is being done to deal with the matter. Whether the guns were obtained "legally" or not, it is their export that causes a problem. The US should be doing more to stop the proliferation of their guns to the Caribbean.

I never said they were turning a blind eye. I said they were not doing enough. The volume of guns flowing through Haiti is evidence of this.

Think logically. If you don't stop guns from coming into the island, it doesn't matter whether you get rid of all the existing ones. The guns will keep coming in. You have to stop the inflow while you clean up what exists in order to be rid of it all. Think logically. Of course stopping guns from coming in will help the situation.
If the US doesn't have a responsibility to do something about its guns leaving its borders, then they have no right to say anything about other nations keeping "whatever" from leaving theirs.
