·The total number of attacks remained the same as the previous reporting period however; the number of attacks is still below the rolling average. ·Weather: conditions throughout the country are expected to be clear and hot thru Saturday. Expect dusty conditions in all regions on Sunday and Monday. ·Saudi Arabia is tightening border security. They will increase patrols along the Iraqi border in response to recent insurgent infiltrations along the border. ·Iraq says it has executed three convicted murderers, using the death penalty for the first time since the ousting of Saddam Hussein. The three were convicted by a court in the Shia city of Kut last month of the killings of three policemen, as well as of kidnap and rape. Joint Distribution Board ·There were 64 incidents on the ASRs/MSRs; 14 of which affected COSCOM assets. ·The VSATs operating in place of the DISA hub are anticipated to be required for at least two more weeks while repairs are being done. o45 of 48 SSAs are online with the CTAS system and sending files. oCOSCOM would like to see repairs completed as soon as possible due to the backlog of files due to slow transfer rates. ·Fuel backlogs at Harbur Gate continue to be an issue. oCOSCOM is working with DESC to regulate the gallons departing the fueling plant in Turkey to a manageable level.

Battle Update Assessment (unclassified) ·The total number of attacks increased from the previous 24 hour period and is above the rolling average. Only 16 of 77 attacks were effective. ·Weather: dusty conditions and gusty winds will continue in the North and East for the next four days. The same conditions will continue in the South and West until Wednesday and then become clear on Thursday. ·Iraq has asked Russia to return their energy specialists and continue work on Iraqi’s heat and power plants; in addition, they would act as consultants and advisors to the ministry. Before the war, Russian companies were building one of the regions largest heat power plants, and several power stations. Russia is reportedly willing to resume work, provided their complete security can be ensured. ·A local insurgent group that specializes in attacking power lines near Samarra also works for the local contractor who repairs the broken lines. Intimidation affords the contractor a monopoly on repairs. Also, The Electric Power Security System reportedly had a 7,000-person payroll for 3,000 people; the difference was used to pay protection money to locals. ·84% of the Iraqis intend to vote on the Constitutional referendum. ·This week in Iraqi news headlines: - Iraqi Police conduct raid in Bayji - Iraqi governors from four provinces hold conference at Kirkuk facility - Bomb maker captured near Hit - Sadr City crews expand local medical facilities - West Point professors, cadets donate textbooks to Iraqi college ·Al-Sabah reported that China gave a twenty five million dollar donation to Iraq to be spent on various programs, especially construction and the importing of Chinese equipment. ·Al-Arabiya Television broadcast Dr. Kubba at his press conference Sunday. During the press conference, Dr Kubba said that Saddam’s trial will be on October 19th and he will be tried along with other officials of his regime for the killing of 143 persons and for the displacing and confiscation of the properties of 399 other families. Dr Kubba added that the trial will be careful in order to not make any mistakes and that it would set an example for adherence to law. ·On September 1st, 605 soldiers from each of four newly formed Strategic Infrastructure Battalions completed the first iteration of SIB training in Kirkuk. ·Over 1,500 Iraqi police recruits graduated from the Jordan International Police Training Center, joining the other 102,069 trained and equipped Ministry of Interior forces conducting daily operations in Iraq. ·The first class of 40 Iraqi Police officers completed a new Combat Medic Course September 1st. The course focuses on first responder life-saving techniques including managing airways, controlling bleeding and treating shock. Battle Update Assessment (unclassified) ·The total number of attacks decreased slightly from the previous reporting period however; the number of attacks remained above the rolling average. ·Weather: Dusty conditions will continue in the North, West and South for Tuesday and Wednesday with clear weather on Thursday and Friday. In the East it will be dusty on Tuesday followed by clearer weather Wednesday thru Friday. ·Jordan and Saudi Arabia leaders met to discuss Iraq, Middle East issues. Both leaders affirmed the importance of preserving Iraqi unity and stability. They called for all Iraqis to participate in the political process. ·Current infiltration attempts by Mosul fighters have been neutralized. Assessments indicate that approximately 600 fighters remain and up to 100 are foreign fighters. Heavy losses have been inflicted on the insurgents: 114 detained, 108 killed and 11 caches found and cleared. ·US and Iraqi officials urged civilians to leave affected areas of Tal Afar, a sign that the Americans were preparing a major assault. US forces crushed insurgents there last fall, leaving only about 500 American soldiers behind and handing over control to the Iraqis. But Iraqi authorities lost control and the ranks of insurgents swelled, forcing the US to shift the 3rd Armored Cavalry Regiment to Tal Afar to restore order. ·The Iraqi government is considering waiving further proceedings against former president Saddam Hussein if he is convicted at his trial on charges stemming from the massacre of 143 Shiite Muslims in 1982. The former President had been expected to face a dozen or more proceedings for alleged crimes committed by his government. But a spokesman for Iraq’s Prime Minister said Sunday that if Hussein is convicted in the first case, any sentence is likely to be carried out as swiftly as possible. Only 17 of 77 attacks were effective. ·Weather: Gusty winds will continue in the South and West today. Conditions are favorable for the North and East today. Favorable conditions are forecast in the entire theater over the next three days. ·A Jordan firm delivered the first batch of surveillance aircraft to Iraq, part of a U.S. assistance package to reconstruct the Iraqi air force. The 5.8 million dollar contract includes pilot and mechanic training as well as logistic support for one year. The aircraft will be used to conduct surveillance missions focused on preventing sabotage of key infrastructure. ·Fighters loyal to militant leader Abu Musab Zarqawi asserted control over the key Iraqi border town of Qaim on Monday, killing US collaborators and enforcing strict Islamic law, according to tribal members, officials, residents and others in the town and nearby villages. Residents said the foreign-led fighters controlled by Zarqawi apparently had been exerting authority in the town, within two miles of the Syrian border, since the start of the weekend. ·The US military recently moved into Faris, a small town 10 miles south of Falluja, one of the most violent locales in Iraq, to secure it for the coming elections. The insurgents took all of a day to respond by firing a rocket that missed the Americans and landed instead in a nearby playground, killing a 12-year-old boy and wounding eight other children. Beginning tomorrow, conditions will be favorable throughout Iraq for the next three days. ·According to an Iranian news source, 120 police have been killed while fighting Kurdish insurgents, or controlling illegal Kurdish activity, near their Iraq-Turkish border during the past five months. In addition, several demonstrations in Kurdish majority towns have led to violence. In July, Turkey and Iran reportedly signed an agreement to assist each other with controlling the Kurds. ·Attacks on contractors working on U.S.-funded projects in August reached one of the highest levels in the past year. Insurgents killed seven contractors and injured 11 last month, according to the U.S. Project and Contracting Office in Baghdad. Sixteen more contractors were suspected or confirmed kidnapped. ·The U.N. Security Council and Secretary General Kofi Annan failed to adequately manage and police the $64 billion U.N. oil-for-food program, creating a permissive environment that enabled Saddam Hussein's government in Iraq to take billions of dollars in illicit kickbacks, according to the findings of a U.N. investigation to be released Wednesday. ·Yesterday, 20 Iraqi Army Lieutenants completed the 6-week Platoon Leaders Course at the Iraqi Military Academy at Zahko Joint Distribution Board ·There were 57 incidents on the ASR’s and MSR’s. ·Q-west is green on bottled water and should be green on MRE’s by tomorrow’s reporting period. ·Power is back up to the CTASC in Baton Rouge however connection to the DISA hub has not yet been re-established

During the next two days there is a chance for scattered afternoon thunder storms in the mountainous regions of the Northeast. ·Arab foreign ministers approved the opening of a representative office in Baghdad days after President Talabani criticized Arab nations for their reluctance to send envoys. ·The threat of attacks specifically tied to 11 Sep 01 anniversary is LOW; no credible reporting indicates plans for commemorative attacks. oThere have been no apparent insurgent attack trends tied to previous 9/11 anniversaries.

Gusty winds are predicted in the South on Wednesday. ·Yesterday, the Jordanian delegation returned to Amman, after arriving publicly unannounced in Baghdad. This is the highest-level official Jordanian visit since the fall of the regime. Leaders of the two countries discussed Iraqi’s security and stability, as well as economic trade; which may include the construction of a railway between Aqabah and Baghdad. Jordan pledged to support Iraq in various domains, including building its security and political institutions. ·There is an Estimated 400 terrorists and foreign fighters assessed in Tall ‘Afar; 5 caches found recently, including a VBIED factory. Some T&FF are attempting to depart the city for towns southeast of Tall ‘Afar. T&FF morale is declining due to losses and the lack of support from T&FF in Mosul. ·The Basrah Province remains stable, and threats to MNF and ISF remain low; IEDs are the most common type of weapon, there were 4 in Aug, and 5 to date in September. Low level clashes between the Badr Organization and Jaysh al-Mahdi members are possible, though widespread violence between the two would be detrimental, and therefore unlikely. ·The Voter Register Update is now officially over, with Anbar closing on the 7th. Overall, the IECI is content with the update process and considers the event a success. The un-audited figures show that over 1,000,000 Iraqis completed forms to edit the database, with over 900,000 added to the lists. There were very few reports of violence and intimidation, and over 95% of DEOs opened during the Registration period. ·President Talabani stated in the news Saturday that Multi-National Forces could withdraw from Iraq in two years. He stated, however, that this would not include a few bases in Iraq that would be for US forces. ·In a recent poll, for the first time, those that understand the Constitutional Referendum issue outnumber those that don’t know what the vote is about. Battle Update Assessment (unclassified) ·The total number of attacks decreased from the previous 24 hour period and is above the rolling average. 18 of 83 effective. ·Weather: conditions remain favorable for most of Iraq thru Saturday. Gusty daytime winds are predicted in the South for the next several days. ·Syria continues to refute charges of ineffective border security efforts. U.S. and Iraqi officials have been accusing Syria’s border security efforts of being inadequate. A Syrian spokesman claimed Syria was doing everything possible to control its side of the border, but border security in Iraq was the exclusive responsibility of the occupation force and concerned Iraqi officials. ·In Tall ‘Afar, Operation RESTORING RIGHTS continues. Reports indicate that up to 100 foreign fighters fled city during course of operation. In the last 24 hours MNF/ISF found 2 caches filled with IED training manuals materials. A total of 34 caches have been found and cleared during this operation. ·Residents in Ramadi have been displaying pro-referendum and anti-AQI attitudes. Recent reporting indicates a widespread desire to vote in the referendum and suggest citizens feel secure. ·Iraqi President Talabani’s held a press conference at the White House which was carried live on several news channels, including CNN International and Iraqi television. He said that Iraqis have agreed to a draft constitution, although it’s not perfect. The U.S. ·During President Talabani’s press conference the ambassador to Iraq drew attention with his comment that we are “losing patience” with Syria. ·Iraqi insurgents who had been run out of their stronghold in the northern city of Tal Afar for the second time in a year, counterattacked with an Internet propaganda offensive yesterday that put a bounty of almost $200,000 on the heads of top Iraqi leaders. ·260 police officers graduated yesterday from the Iraqi Highway Patrol Academy at Taji.
