Assuming the volvo is less than 10 years old, the instrument panel recieves it signals from microprocesors and electronic relay switches rather than directly from the actual bulb circuits.
The triggering of the lighting indicator circuit is therefore based on dtecting a certain current drain level each time the brake is pressed.
This means that if the indicator intermittently lights up it could be related to defective sensor relays or quite possibly a short in the lighting circuitdue to frayed wires, loose contacts, etc.
All in all, it shouldn't be a major fix but may require a little patience and systematic troubleshooting on the part of your local automechanic.
